A Blueprint for Teacher Evaluation




En effective teacher evaluation system must contain three essential elements.

  • A coherent definition of teaching including the standard for acceptable performance (The 'What?')
  • Techniques and procedures for assessing all aspects of teaching (The 'How?')
  • Trained evaluators who can make consistent judgments about performance, based on evidence of the teaching as manifested in the procedures of the evaluation system.

In addition, in designing its system of evaluation, a school or district should follow a process that includes many perspectives of both teachers and administrators to achieve the twin outcomes

  1. Encourage professional learning
  2. Ensure quality teaching



The 'WHAT'

  • A clear definition of good teaching
  • The relative importance of the different criteria (Are they all equally important?)
  • The levels of performance (What does it look like when it's done well?)
  • A standard for acceptable or exemplary performance (How good is good enough and how good is very good?

The 'How'
Administrators should ensure that:
  • Procedures exist to allow teachers to demonstrate performance in all of the criteria
  • Support is available for those who who require assistance
  • Due process is articulated for those who are unable to meet the minimal acceptable standard
  • Those making evaluative judgments are adequately trained so that their judgments are:
  1. accurate
  2. consistent
  3. based on evidence
